Another important person in town would definitely be the mine foreman. I like the idea of basing him off of the dad mr Kinkle the mine owner in Sabrina, mostly because I can't think of any other Foreman in fiction that involved minds, to be honest. Let’s name him Chris after the actor. The general job would be mine safety, making sure that everyone is working, but not too hard, taking care of people. But also the structural integrity of the mind, needs to have some kind of engineering background, where would he have gotten it? It? Are there other mining towns? How long has this one been around? Is it the town, his father and grandfather held, or did he help build the mine, I like the idea of this being a second generation sort of thing, there are some insights about second generation immigrants that might work well here, but crucially it gives him a big emotional stake in the mine, could we say maybe that his son is, like Sabrina's boyfriend, just starting to get old enough to go down there? Did we say that his father died in the mine, maybe rescuing someone, bravely, Captain goes down with his ship style?
So let's say that he grew up in this town, under his father's tutelage, and did his sort of basic training with the Tuft AI and things here, and then was sent off of her and apprenticeship when he was 13, came home just before his apprenticeship was supposed to have formally ended, when his father died, which he wasn't there for, which he has some emotional trauma about.
Just to make it interesting, let's say he was going to marry the girl that his dad saved, but the death threw everything into a mess emotionally, he wound up not being able to connect to her. Once he was back, she waited a few years and then married somebody else, and now it's the big dramatic tragedy. Who did he marry instead?

His wife left him years ago. The old flame's husband should die during the course of the story. Then what? Idk
